The above quote comes directly from this post from the digital education activities at the University of Oxford, specifically their implementation of Canvas.

What I really like about this is the way it frames digital as a considered option, rather than a requirement. But in order to be able to consider when/how digital tools should be used we have to engage in the understanding of them and how they impact learning and teaching.

It’s not about making everyone use digital tools for the sake of it, but asking that everyone engages in the understanding of them to make informed decisions.
